The Bill (Reg. No.3692) submitted by the Cabinet of Ministers of Ukraine "was elaborated to regulate the grounds for the registration of fuel and energy complex enterprises in the Register of Fuel and Energy Complex Enterprises that participate in the procedure of repayment of arrears and fail to settle the accounts under the procedures established by effective legislation".
The Committee members stressed that "the legislative initiative contains regulations that contradict Article 13 of the Constitution of Ukraine concerning equality of all the subjects of property right before the Law". The Bill "has to specify the conditions under which the fuel and energy complex enterprises that participate in the procedure of repayment of arrears can be excluded from the list of fuel and energy complex enterprises".
